New Construction Submetering
Build submetering in from the start.
Adding submeters during construction is simpler and cleaner than adding them later. Pipes are open, access is easy, and meter locations can be designed in instead of squeezed in. Recap works with developers, builders, and general contractors on multifamily, condo, townhome, and mixed-use projects.

Why decide early
- No retrofit headaches. Retrofits can mean opening walls, shutting off water, and working around occupied units. During construction, none of that applies.
- Better meter placement. A system designed with the building has cleaner layouts and easier long-term maintenance.
- Billing from day one. Owners start recovering water costs at move-in instead of absorbing them while they sort out billing later.
- A stronger asset. Properties with usage-based water billing in place are easier to operate and to explain to a buyer or lender.
What we do on a new build
Plan review. We go through your plumbing drawings early and recommend meter locations, so each unit is measured at a practical, accessible point.
Rough-in coordination. We work with your plumber and GC so meters, fittings, and wiring or data connections go in at the right stage and don’t hold up the schedule.
Equipment selection. We recommend meters and reading systems that fit your building layout and budget.
Installation. Our technicians perform install the meters before your units turn over.
Billing set up before move-in. Accounts, rates, and resident communications are ready ahead of time, so the first bill is right.
Turnover documentation. You get a meter-to-unit map for your closeout package.
How it works
- Send us your plans. Drawings, unit count, and your construction timeline.
- Plan review and quote. We recommend a layout and give you a written quote.
- Coordinate with your trades. We schedule around your plumber and GC.
- Installation. Meters go in on schedule.
- Hand off. You get your documentation, and we set up billing before the first resident moves in.
Working with builders
We know a submetering sub can’t be the reason a schedule slips. We aim to give you clear requirements early, show up when we say we will, and keep out of your other trades’ way.
Planning a project? Send us your plans and timeline, and we’ll tell you where submeters fit.
